まずは原文

原文では「職員が報告している」と能動だけど今回は「報告されている」と受動で訳してみました。どちらが良いのかわからないけれど、能動、受動を変えると滑らかに翻訳できることがあるので覚えておいてね。
報告されているのはsounds of scraping stone originating。分割して意味を確かめよう。

音 擦る 石起源の
originatingは動詞originate「～に源を発する、起源に持つ」の変化型。SCP-173記事では一番最初に出てきた名詞origin「起源」覚えてるよね。あそこから派生した単語だと想像できる。
withinは前回も出てきた「～の範囲内で」。この場合from within the containerで「コンテナの中から」。
presentは「現在の」という意味だけれどwhen no one is present insideは「誰も内部にいない時」。 「その時点（現時点）で人がいない」という具体性を与えるために使われています。説明わかりづらいよね...。むずかしい...。

これは正常な状態と考えられており、あらゆる行動の変化はHMCL管理者代理に報告する必要があります。
Thisは先行する文を指していますね。つまりコンテナ内から音がする事。
considereが「考察する、考える」。受動のbe consideredで「～と考えられています」。
その後も受動表現が出てくるね。should be reported「報告されなくてはいけない」
dutyが「義務」だからon dutyで「義務として」って意味合いかな。
そんな感じで各部分を訳してからうまくまとまるよう繋げたのが上の訳文。勿論様々な訳し方があるから誰がやってもこうなるわけではないし、よりスマートな訳し方を見つけたら是非教えてね。

文の半分が主語と長ったらしくなってるけど文法はシンプルだね。
combinationは皆さんご存知コンビネーション。複数のものが混ざっている時に使うよ。化学用語の「化合物」としても用いる単語だけどね。

enclosureは「囲い」 この場合は収容コンテナの事だね。
biはラテン語の数詞bis２を起源に持つ接頭辞。
bicycle：自転車（二輪車）
binocular：双眼鏡
などの単語でおなじみかな。
bassisは形容詞系が頻出単語のbasic「基本的な」。on ～basisは「～に基づいて」かな。

Special Containment Procedures: Item SCP-173 is to be kept in a locked container at all times. When personnel must enter SCP-173's container, no fewer than 3 may enter at any time and the door is to be relocked behind them. At all times, two persons must maintain direct eye contact with SCP-173 until all personnel have vacated and relocked the container.
Description: Moved to Site-19 1993. Origin is as of yet unknown. It is constructed from concrete and rebar with traces of Krylon brand spray paint. SCP-173 is animate and extremely hostile. The object cannot move while within a direct line of sight. Line of sight must not be broken at any time with SCP-173. Personnel assigned to enter container are instructed to alert one another before blinking. Object is reported to attack by snapping the neck at the base of the skull, or by strangulation. In the event of an attack, personnel are to observe Class 4 hazardous object containment procedures.
